I based that on alititude, amount of climbing, and the rocky, twisty singletrack. I've been to most of the TMBRA race venues, but there's no comparison to the Puzzler course. Terlingua's a fun race, but it's a lot of wide open, fast and fairly level singletrack. Tres Cueavas is a b!tch, but it's not Mundy's Gap. Camp Eagle (near El Dorado) has some great and very challenging singletrack, but it's at a lower altitude and not as rocky.
